Job Summary

Under supervised direction, the Procurement Buyer performs professional work of advanced difficulty in the technical and administrative functions of the purchasing activities, which includes both purchasing and contract administration. Manages all aspects of the contract life cycle from gathering requirements to monitoring postaward compliance for various internal clients. Provides procurement services in a timely manner with a high level of customer service/client satisfaction.

Major Job Responsibilities

  • Procures or coordinates the procurement of specialty services such as architectural and engineering services, construction, marketing, information technology, and other related supplies and professional services required by various departments in accordance with all applicable federal, state, local laws, and Getty policies and procedures.
  • Prepares highly technical and complex specifications, contracts, and solicitation documents, including all related research and value analysis. This includes taking the lead on all Requests for Proposal in area of specialty.
  • Prepares and analyzes competitive bids, competitive proposals, requests for quotations, and requests for statements of qualifications.
  • Identifies potential sources.
  • Conducts pre-bid and pre-proposal conferences.
  • Coordinates and supervises activities of evaluation committees.
  • Recommends lowest responsive, responsible bidder on IFBs, most advantageous offer on RFPs and most qualified for architects/engineers.
  • Edits requisitions and confers with departments regarding requirements, specifications, quantity, quality, and delivery. Recommends alternatives that would result in greater value.
  • Confers with consultants, contractors, and suppliers in order to acquaint them with procurement policies and procedures and to obtain information on required products and services.
  • Negotiates with consultants and contractors regarding specifications, scope of work, prices, terms, and conditions.
  • Performs contract administration, including liaising between suppliers and departments, ensuring compliance with contract terms and conditions and grant requirements, negotiating contract amendments, extensions, and change orders. Analyzes cost and price data from vendors. Performs contract audits when required.
  • Reviews and executes contracts, purchase orders, change orders, and other documents within delegated authority.
  • Maintains the integrity of the procurement process.
  • Analyzes current procurement activities and recommends improvements through more efficient procurement methods, e-procurement, quantity discounts, standardization, value analysis, or cooperative purchasing.
  • Provides guidance and assistance to other employees, as required.
  • Researches market sources and suppliers to locate and ensure the most cost effective and competitive pricing for the purchase of supplies and services.
  • Engages in procurement planning with client departments. Routinely meets and communicates with client departments to identify and provide high quality service to meet client service delivery requirements on a timely basis. Provides accurate, complete, and up-todate information in a courteous, efficient, and timely manner.
  • Communicates purchasing policies and procedures to all personnel and interprets said policies and procedures, as necessary.
  • Maintains individual workload statistics.
  • Prepares and maintains accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence, and related follow-up.
  • Performs other related duties as required.

Qualifications

  • Bachelor’s degree and 2-5 years relevant experience or a combination of education and relevant experience
  • Professional purchasing or contract management certification preferred

  • Strong oral and written communication skills to clearly and effectively communicate information to internal and external audiences, client groups, and all levels of management
  • Strong analytical and problem-solving skills to review and analyze complex information
  • Strong service orientation, ability to work effectively in a fast-paced, customer-focused service environment
  • Detail-oriented and able to work well independently, but also able to seek out assistance when needed
  • Good interpersonal skills, good judgment, and the ability to respond and finalize agreements in a timely manner
  • Strong organizational skills and the ability to prioritize a variety of tasks and demands
  • Strong computer skills, including Microsoft Office Suite and ability to learn applicable departmental systems
