Job Summary

Procures goods and services at the best possible price by managing all aspects of the contract life cycle from gathering requirements to monitoring post-award compliance for various internal clients. Provides Procurement and Contract services in a timely manner with a high level of customer service/client satisfaction. Reviews and drafts contractual documents, negotiates the terms and conditions in contracts, prepares contracts for execution, monitors vendor's compliance with contractual terms, prepares amendments and renewals when necessary. The Contract Administrator manages transactions of a low to moderate level of complexity.

Major Job Responsibilities

  • Prepares, reviews, amends, and negotiates contracts of low to moderate degree of difficulty
  • Performs technical and complex bid solicitation processes for all areas of the organization including, Construction, Information Technology, and other requests for proposal.
  • Works with Legal and Risk Management to identify and mitigate risk in contracts
  • Works with stakeholders to gather requirements and to develop scopes of work; Analyzes and evaluates vendor proposals and purchase requests from internal departments for conformity
  • Addresses and reconciles invoice and/or billing issues for various contracts to resolve issues that may interfere with the processing of a vendor's payment
  • Files and maintains records
  • Processes goods and services Purchase Order's to ensure all policies and procedures are followed
  • Performs purchasing and RFP guidance and problem solving to departments including coordination of purchase related planning activities and analysis of data for collaborative agreements.
  • Ensures effective professional and productive working relationships with representatives within the department and at all levels within the organization and business community relating to Procurement operations.

Qualifications

  • Bachelor's degree and 2-5 years relevant experience or a combination of education and relevant experience
  • Professional purchasing or contract management certification preferred

  • Must exercise good judgment in dealing with others, in dealing with sensitive issues and deadlines, in recognizing the problems or decisions, which require the attention of someone at the higher level.
  • Ability to work collaboratively with colleagues on digital and web-based team applications providing appropriate status updates with regularity.

Qualifications

  • Equivalent to a bachelor's degree in purchasing, accounting, marketing, business administration, finance, supply chain, or other related field and three years of increasingly responsible purchasing experience of which two years must have involved major aspects of the purchasing function, i.e., high-technology and building and construction, utilizing competitive bidding or contract development, which includes the ability to write specifications and justifications to support contracts as required.
  • Public Works experience preferred.
  • Experience in negotiation and developing RFPs preferred.
  • Certified Purchasing Manager (CPM) or Certified Public Procurement Buyer (CPPB) certification preferred.
  • Professional contract management certification preferred.
